The principle of proximity
The principle of proximity denotes “agreement of the verb with a closely preceding noun phrase in preference to agreement with the head o f the noun phrase that functions as subject”. For example:
Neither my wife nor I am coming to the ceremony.
Either the girls or Jack has to go there.
There is a bed, a desk, two bookcases and two comfortable chairs in the room.
