19 世纪末，欧洲各国的教育界随着政治、经济发展的需要，纷纷对传统的、古典的教育体制和教育理论进行批评和指责；反对旧教育只传授一些虚浮无用的知识；于是一些倾向于教育民主、尊重儿童、内容实际、讲求效率的“新学校”应运而生。
