The Speaker (of the House of Commons in Britain): The Speaker is elected at the beginning of each new Parliament to preside over the House and enforce the rules of order. He is the person to whom all speeches in the House of Commons are addressed. The Speaker is a member who is acceptable to all shades of opinions in the House. In carrying out his duties, the Speaker is required to be impartial; he cannot debate or, as a rule, vote on a measure, and it is his duty to see that all points of view have a fair hearing.(p.115)
