政事堂

袁世凯为加强自身的统治于1914年5月设立的机构。其设国务卿一人，赞襄大总统政务，政事堂议政以法治、政治、财政三种讨论会的方式进行，三个讨论会均要秉承袁世凯的旨意提出决策事实，供袁参考。政事堂实际上是一个咨询机构。
