明洪武初年，设大都督府为中央最高军事机构，行使军事中枢职能，洪武十三年,大都督府被一分为五，设左、右、中、前、后五军都督府.分管所属在外都司和在京卫所，每府设左、右都督掌管府事，下设都督同知、都督佥事等职。（p170）
