“维斯号”悬挂乙国国旗是一种什么行为？为什么会有这种现象？

是悬挂“方便旗”的行为。有些国家为获取大量船舶登记费，对赋予国籍的要求不严，允许外国人或外国公司的船舶悬挂其国旗在公海上航行。这样就出现了船旗国与船舶所属国不一致的现象。
