严以治吏，宽以养民

在借鉴法家“明主治吏不治民”思想的基础上，明末清初启蒙思想家王夫之提出，为了成就“一代之制”，君主要严以治吏、宽以养民。具体而言，就是对官员要从严要求，防止其贪赃枉法，对老百姓则不能严苛，而要宽缓养之。
