简述债权人委员组建的规则。

(1)债权人委员会成员依法不能超过9人。
(2)由债权人会议选任的债权人代表和1名债务人的职工代表或工会代表组成。
(3)债权人委员会成员确定后，提交人民法院书面决定认可。
