简述职能制组织结构的优点和缺点。

优点:能充分发挥职能机构的专业管理作用，减轻上级管理人员的负担，使上级管理人员更好地履行自己的职责(2分)。缺点:实行多头领导，不利于组织的统一指挥;职能部门强调本部门的利益，部门之间缺乏交流与合作，增加了高层主管人员的协调难度(3分)
