简述同度量因素及其在综合指数编制中的确定原则。

在编制总指数时，把不能直接相加的要素过渡到能够相加的媒介因素称为同度量因素。
编制数量指标指数时，以基期的质量指标为同度量因素；编制质量指标指数时，以报告期的数量指标为同度量因素。
