先行计划

是美国政府为实现幼儿教育机会均等的目标而实行的一项重要计划。1965年秋实施。至少以90%以上的生活在贫困线以下的家庭的3-5岁儿童为对象。“先行计划”目标：帮助儿童及其家庭发展社会有责任的态度，鼓励帮助穷人；增进儿童和家庭的自尊和尊严等7条。这一计划的实施大大促进美国学前教育的发展，对欧美许多国家也产生了很大影响。
