所有经济增长带来的好处都被资本的所有者拿走，而广大的贫苦大众的收入和生活状况却没有改变。从经济增长的角度来说，经济确实获得了增长；但是从扩大收入和就业来说，从人们的经济福利的角度来考虑，经济并没有获得发展。
